Hi,
if you need to activate paypal while you're living outside the US try these 2 websites,
1- a virtual visa card from coinizy with 0.5$ you'll get a visa card with your name in it and you can activate paypal using this virtual card you can load the card with bitcoin
2- paysera plastic visa card unfortunately you'll pay 11 Euro at max to receive the card but you'll have a bank account plus a visa card with your name so you can activate paypal.
