Yes, you can do so by using the Geo Targeting Function in the visitor exchange. The email exchange works differently, it allows you to send your email to people who speak a specific language.

Many people from german speaking countries have signed up with us, as well as from eastern europe. The rest comes from pretty much all over the world.
